A comprehensive legal challenge has exposed potential irregularities affecting nearly 5,000 voter registrations in Milwaukee, raising significant concerns about the integrity of the election system.
The challenge, filed by citizens Justin Gavery and Joe Nolan, presents evidence of 4,878 questionable voter records from the November 5th, 2025 national election. Their investigation relies on data from the United States Postal Service’s Coding Accuracy Support System (CASS®) and National Change of Address (NCOA) databases.
In their communication to Milwaukee Elections Executive Director Paulina Gutierrez, they stated: “On February 20, 2025 a new statewide voter registration list was purchased from WEC’s Badger Voter website. We ran it through our TITAN system which compares it against the US Postal Services main database and also its National Change of Address database. We found many issues, irregularities and also voter fraud.”

The investigation utilized USPS CASS® evaluation, a comprehensive system that examines multiple address components, including state, city, zip code, street information, and apartment numbers. This certification program was developed to ensure accurate postal coding and address-matching.
The investigation revealed several concerning findings. Nearly 3,000 registrations contained incorrect or missing apartment numbers, while 540 voters were flagged as no longer residing at their registered addresses. Over 500 voters illegally used P.O. Boxes as physical addresses, and 377 had filed out-of-state change-of-address requests yet voted in Wisconsin. Additionally, 281 voters who moved to different Wisconsin counties before the cutoff date were allowed to vote, while 217 left no forwarding address before October 2024.
When questioned about investigating these potential irregularities, the commission responded by ending the meeting.

This challenge follows recent warnings from a Wisconsin election clerk who, speaking anonymously to The Gateway Pundit, expressed concerns about vulnerabilities in the state’s absentee ballot system. The clerk, citing experiences since 2018, highlighted particular concerns about the Badger Books electronic voter registration system ahead of an upcoming Supreme Court election.
According to Scott Pressler, these developments coincide with alleged efforts by George Soros to influence Wisconsin’s Supreme Court composition, potentially affecting congressional redistricting and Democratic control of the House in 2026.
The situation has drawn attention from former President Donald Trump, who has endorsed Brad Schimel in the Wisconsin Supreme Court race.
